Flickr has now enabled a "request to license" program which basically puts a link at the bottom of your public photos that enables people to license your photos for commercial use.
Seems to me like it's not a straightforward process like most stock photography sites where people can buy and start using the images immediately... but I think it's a step in the right direction.
