I found an excellent photoshop tutorial on producing a dreamy effect:

Here's how to do it:

Original Image:

Duplicate the layer and gaussian blur it with a large radius (about 10px)
[Image: shoesflowers-blur.jpg]

Adjust layer opacity until you're happy with it (about 60%)
[Image: shoesflowers-opacity.jpg]

I added my own touch: crossing down lighting effect

Here's another one I attempted:

Interesting touchup. Really enhances the original.

Another very popular method is using diffuse glow. I have been trying it on several pics. I have an action if anyone is interested.

In fact I have a list of available actions from nuts to bolts. The diffuse glow one is very appealing though.

Here is an attempt on my part...... Not as dreamy but more soft focus/glow

Duplicate layer
Gaussian Blur (20 - 30)
Adjust Brightness - Contrast to taste
Change layer to Overlay
Change opacity to taste
Flatten image
