I've done a few using Paint Shop Pro.
Use layers.
Your main picture on the bottom one.
Frame on top of that, then use the eraser tool to rub out where your subject comes through it.

I didn't use a tutorial for these as I have been using Corel PSP for many years.
I however have made a short tutorial for you to follow and sent to your personal message board.
