Steveston Village is a Ukrainian village that is near Richmond B.C. It is an old fishing community that dates back to the 1800's. I'm not entirely sure on the dates but information can be found through Google. It has quite a history. The village is also in dispute the City of Richmond for wanting to relocate or demolish. some Ukrainian descendants from the original immigrants still live there.

Interesting... is that like a canal or something?
Don't know how to put this without getting it wrong: I like the picture for it's informational character, it looks like a documentation in a newspaper.
From the photographical point of view I think it's a pity that the sky is so washed out. The shadows indicate that it was a sunny day, maybe a polarizer would have helped? It also seems to be a little soft in some places but I can't tell really without seeing it in a larger size.
However, looking at this makes me curious. You don't have any shots of details, have you? From the looks of it, there must be a gazillion of interesting details...

I was hoping to give it the "old look". So from what you say in your first line I achieved what I was looking for. Kind of. :/
No polarizer used I don't think. The photo was taken back in November 04. All the shots were from this distance. I never took a chance and walked in any closer as the accesses from the street went direct to the individual houses. I took this shot from a tiny bridge.
Here is what the original looked like. Untouched except for web sizing.

I tried this. It is noisy, but I like it this way.
What do you think?

Yes Irma. I like it also. It also gives it an "old" look. I also tried a version in B&W with dust and scratches.

Both the b&w and the sepia are very nice - I agree with modifying from the original color.
Where is this exactly Colin? Maybe we should do another photo safari to here...

I beleive it's at the south end of #5 road in Richmond right on the river. I'll call you. I also should read up on the history.

There is tons of info through Google.
*sigh* I want to go do some snowboarding at Whistler again ... been over 10 years since I was there. Should take the wife.

When you decide don't forget to let us know. Toad and I would be happy to go on a photo safari with you. It doesn't have to be winter to come here either.

When we can afford it, I'd be sure to let you know. Whistler is beautiful

You should look at My photos and Toads for some shots of the area. We hiked Garibaldi last early Oct. There should be some in our galleries.
