Technically - yes.
Photography is fairly simple technical skill using a small set of tools. You take photographs - you are a photographer.
What makes a great photographer is a better question. That is where you have to consider artistry and technical expertise.

Isn't that why we often hear the phrase 'professional photographer' and 'amateur photographer', or in my case, 'really-crappy-photographer'?
