Interesting, isn't it? I think the theory is that RAW is the raw data from the sensor, without any in camera post processing applied (white balance, sharpening, saturation, etc.). Jpeg will show the final version after the all that has been applied.
RAW still records the camera settings in the metadata though, so your RAW processing software should be able to achieve the same effect by applying the same settings, and also allow you to improve the image by tweaking the settings.

I like the colouring of the first, but the details I can see in the second.
They are both from the same shot right?

The difference looks to be mainly in the white balance. You could certainly achieve the look in the second with the RAW photo easily enough.
