Who, you or the person on the other side of the street? 
I'm not sure if I "get" the title - you don't quite see the person in the act of it, and it takes some inference.
That being said, I like the buildings and flags in the background.

I think it is was misfortunate that the weather was so sunny, because at the moment the flags are in shadow, meanwhile the buildings in the background are in highlighted.
If you can take the photo again, maybe you should consider going to the other side of the street. The place, where a man is walking, should be nice, if you wish to take a photo of these flags. The cars are disturbing at the moment. Maybe if you use slower shutter speed (that means taking photo in the evening) the cars would be a good 'raisin' in the picture. But at the moment they disturbe. : )

Thanks for the comments, I doubt I'll be back in Chicago anytime soon to take the picture again.
I just had a day to do some sight seeing so had to make the best of the weather conditions (0F/-17C) at the time.
